maybe the signal is resampled, then manipulated.
Eq flat, probably resamples only.
Generally, I prefer not to activate those preset equalizers, less chance of signal changes

but the difference of level is important....
in numeric... ? eq off less that all the equalisation..flat too :-0

I imagine that Armirm's measurements were in eq off (?)
i make 96k24bits in the app wiim to 48k16...
in flac 44k16bits from deezer..same differece in level...
some body can observe this point to?

generally speaking, since the actual masters of digital distributions have too much dynamic compression (i don't mean size compression) and reach quite always 0dB (see tests online), any further loudness increment in digital domain, hardly could be a good thing, if you want to keep the signal original as much as possible.
In the image below, some tipycal low dynamic digital masters. From this point of view, vynil is better...

In other systems EQ flat and EQ off have different purposes. EQ Off is for when you just don't want EQ - don't do anything to the signal. EQ Flat is for when you want to compare your EQ with a flat response by switching between them. If you're doing EQ that has any boost you need to attenuate first so that a full scale input won't clip when the boost is applied. The flat response needs the same attenuation so that you can compare without the volume changing.
these are things that happen before the output stage
to resume:
Eq off ------> source almost surely untouched (if reaches 0dB, it stay as is)
Eq on (any preset, even flat) ------> source almost surely modified (more or less) and maybe some further clippings
So, why take unwanted things?
P.S even Wiim guys suggest to disable volume control, to preserve the real input...

if you mean EQ ON vs EQ OFF, yes i did. My opinion is: "Too much for the second".
If i need more loudness, i turn the knob of the amplifier...
Why EQ raises the overall loudness, i dont know. In some other enviroment (i.e. iTunes) inserting flat eq, doesn't raise the level.
You should ask to Wiim guys but i think is a: "Questione di lana caprina" (very unimportant thing), unless you want to equalize by force.... ;-)

it is not at the level of the amplifier the subject.
you'll have to observe the measurement at the place of the toslink what is provided by the wiim in eq off and flat I fear ...

i agree that no level variation would be better but at least for me, is not an issue.
Maybe a support ticket feedback let them to modify EQ behaviour in the future but i prefere they keep attention to Amazon music lossless

I really want wiim to get the "wiim" to be seen by the deezer app... with bitperfect flac...
will ultimately be easier than constantly trying to upgrade their oem application, which will always be a little disappointing compared to that of deezer.....
for them will be so much simpler
